Tulsi Gabbard: Obama Led Intel Report Manufacturing

Tulsi Gabbard reveals historic intelligence plot allegedly targeting President Trump

Former Hawaii congresswoman and current Director of National Intelligence, Tulsi Gabbard, has stirred controversy by asserting that President Barack Obama personally led the creation of a “manufactured” intelligence report in 2016–2017 that accused Russia of interfering in the U.S. presidential election to benefit Donald Trump.

🕵️ What Gabbard Said

Gabbard, now serving as DNI, told reporters her office had declassified internal communications from the Obama-era National Security Council and intelligence officials. She alleges these documents prove Obama “directly instructed intelligence leaders to shift their assessment, contrary to existing evidence,” effectively framing Donald Trump’s 2016 campaign as tied to Russian interests.

“The intel reports directly point to President Obama leading the manufacturing of this intelligence assessment,” Gabbard said. “This was a political act — not national security.”

🔎 The Background: 2017 Intelligence Assessment

In January 2017, the U.S. Intelligence Community released a joint report stating that Russia engaged in a wide-ranging influence campaign aimed at disrupting the 2016 election and helping Donald Trump win.

Gabbard alleges that:

  • Initial intelligence in 2016 showed minimal Russian involvement in direct vote tampering.
  • Obama held meetings with intelligence leadership in December 2016 to direct the narrative.
  • New directives from Obama’s NSC allegedly overrode dissenting analysts.

⚖️ DOJ to Investigate

According to Axios, the Department of Justice has created a strike force to examine Gabbard’s claims following her official referral.

“We are treating this as a potential case of historic political abuse of the intelligence community,” said one DOJ source.

🧪 What the Experts Say

✅ Confirmed:

  • Obama met with DNI Clapper and other officials in December 2016.
  • An updated intelligence review was ordered, resulting in the 2017 report.

❌ Disputed:

  • There is no clear evidence that intelligence was falsified.
  • FactCheck.org and bipartisan Senate reports previously validated Russia’s influence efforts — especially disinformation campaigns and email leaks — even if no votes were changed.

“Gabbard’s interpretation suggests intentional fabrication, but the documents show internal debate and expansion of scope, not deception,” said former NSA analyst Chris Fulton.

📣 Political Fallout

  • Trump has praised Gabbard, calling her “brave” for exposing the alleged cover-up.
  • Obama’s office responded by calling the claims “unfounded political theater.”
  • Media outlets remain divided, with conservative outlets highlighting the documents and mainstream analysts urging caution.
